Meet Dr. Phillip Surface
Phillip Surface is a lifelong West Virginian who believes our state’s best days are ahead if we stay true to the values that built it: hard work, personal responsibility, and putting community first.

Phillip Surface has spent most of his life serving others, building trust with patients and families, and working to improve the lives of those in his care. That same dedication to service and results is what drives his commitment to his community today.
Dr. Surface is focused on tackling the real challenges West Virginians face, bringing good-paying jobs, improving infrastructure, and ensuring access to quality healthcare, instead of wasting time on issues like identity politics that have dominated the national rhetoric for years. He believes too many out-of-touch politicians in Charleston have lost sight of the everyday needs of our people. As a principled conservative, he will work to defend constitutional freedoms and ensure taxpayer dollars are spent wisely to deliver real results for our state.
For more than 30 years, Dr. Surface has built a respected career as an orthopedic surgeon, trained at the West Virginia School of Osteopathic Medicine and in advanced orthopedic and pediatric orthopedic surgery. Known for his precision, problem-solving, and commitment to getting the job done right, he has cared for thousands of patients, led medical teams, and served in national leadership roles in orthopedic sports medicine. Those same qualities, attention to detail, persistence, and a focus on real results, will guide his leadership in the State Senate as he works to deliver for the people of District 4.
Phillip and his wife Leigh Ann live in Winfield, where they have raised five children. His life’s work reflects the values he shares with the people of District 4: service, integrity, and a commitment to making West Virginia a place where future generations can thrive.
